Update:

Minds much greater than mine, upon inspection of this photo, have commented that the creature depicted above appears to be mantled, or, has a mantle.

A mantle, boasted by such creatures as squid, octopi, and various cephalopods besides, is a means of propulsion by which the animal possessed of the attachment pushes water through a funnel and, through the miracle of Newton's Third Law, allows it to move forward through the water.

The fact that this beast seems to have no other obvious means of propelling itself also lends itself to this being a valid hypothesis.
